October 1, 2021 – Hollis E. Francis Jr is elevated to Lieutenant Governor of Division 27 Caribbean of the Eastern Canada and the Caribbean District.

LG Hollis joined the Kiwanis family in the year 2001 when he was inducted as a member of the Kiwanis Club of St. John’s Antigua. His passion for and dedication to Kiwanis and service have been demonstrated throughout his tenure as a member.

He earned the Kiwanis International accolade of Distinguished Secretary in 2002 for his outstanding service.  In his most recent stint as Club Secretary (2018-2019) LGD Hollis was instrumental in the drafting of various policies for the club and throughout his tenure as a member, the club has lavishly benefitted from his legal expertise.

The Lieutenant Governor has served on his Club’s Board of Directors more often than not and he has held every office on the Board, with the exception of Treasurer.  He served his club as Committee Chair on numerous occasions serving at the chairman for the Club’s special projects. His leadership is synonymous with the Club’s signature fundraising event, High Tea at the Dockyard, which is also his brainchild.

LG Hollis earn respect from sister clubs in the Division for his excellent chairmanship of DCM weekends on behalf of the Kiwanis Club of St. John’s Antigua. He possesses strong event planning skills and has the ability to lead his team towards success.

Beyond his distinguished service as a Kiwanian, Mr Francis is the Principal and senior Attorney-at-Law of the firm HEF Law in Antigua. He has served as Legal Counsel/Corporate Secretary (Ag.) for two of Antigua’s indigenous banks. He has also served as Chairman of the Prison Visiting Committee and as a director on the Medical Benefits Scheme Board of Control in Antigua and Barbuda. Mr. Francis is a past member of the Bar Council and Disciplinary Committee of the Antigua and Barbuda Bar Association and a past Chairman of the Salvation Army Advisory Board.

He is a Congregational Steward and Senior Choir President at the Freemansville Methodist Church where he is a member.

Hollis Francis is the son of Hollis Snr and Lornette Francis of Pares Village and Freemans Village, respectively He is married and has two daughters.

He is a graduate of the University of Wolverhampton, England, and the BPP Law School in London. His formal legal studies culminated at the Eugene Dupuch Law School in the Bahamas where he obtained the Council of Legal Education Certificate. He is an alumni of the Antigua State College (Advanced Levels Dept) and the Antigua Grammar School. He was called to the Bar in 1999.

Lieutenant Governor Hollis is a firm proponent of services to others.  Among his watchwords is a quote by Albert Pine What we do for ourselves dies with us.  What we do for others and the world remains and is immortal’.

He is the second Antiguan and Barbudan to serve as Lieutenant Governor.
